Scope of Vision 2021

Creating and maintaining a sustainable environment and infrastructure is a pillar of National Agenda in line with Vision 2021. The UAE Government wants to ensure sustainable development while preserving the environment, and to achieve a perfect balance between economic and social development. It aims to develop quality, reliable, sustainable and resilient infrastructure, including regional and transborder infrastructure, to support economic development and human well-being, with a focus on affordable and equitable access for all. 

The UAE has set Key Performance Indicators (KPIs) to measure its performance against its targets of 2021. The KPIs related to infrastructure (other than transportation) are:

  • Improving the Networked Readiness Index (telecommunication and IT sectors)
  • Improving the online services index

The UAE's ranking in infrastructure

As per the Global Competitiveness Report 2019 (PDF, 8.55 MB) issued by the World Economic Forum (WEF), the UAE was ranked

  • 1st in mobile phone subscriptions indicator
  • 2nd in electricity access indicator
  • 2nd in mobile-broadband subscriptions indicator
  • 2nd in mobile-cellular telephone subscriptions indicator
  • 2nd in ICT adoption pillar
  • 4th in fibre internet subscriptions indicator
  • 7th in quality of roads infrastructure indicator
  • 7th in efficiency of air transport services indicator
  • 12th in infrastructure pillar.

Overall, the UAE was ranked 1st regionally and 25th globally, maintaining its leading position among competitive economies in the world.

The report ranks 141 countries across 12 pillars which are:

  1. institutions
  2. infrastructure
  3. ICT adoption
  4. macroeconomic stability
  5. health
  6. skills
  7. product market
  8. labour market
  9. financial system
  10. market size
  11. business dynamism
  12. innovation capability.

The 12 pillars include 103 indicators. The UAE was ranked 10th globally in 34 out of 103 indicators.

Investments in infrastructure

In 2005, the late H. H. Sheikh Khalifa bin Zayed Al Nahyan, ordered the implementation of comprehensive infrastructure and service facilities throughout the country, for which AED 16 billion has been allocated. The order aims to enhance economic and social progress and to ensure the highest quality of infrastructure. The order covers two sectors:

The infrastructure sector

It comprises grants of residential lands and villas, development of roads and bridges, constructing, developing and maintaining dams and developing fishermen's harbours.

The economic, social and health sector

Under this sector, the President increased the national investments for water and electricity to AED 5 billion and AED 700 million respectively.

The Follow up Committee of Initiatives of the President has accomplished a large number of developmental, strategic and services projects, which include thousands of residential units. The general report of the committee in 2014 revealed that the committee has implemented 125 projects amounting to AED 6.5 billion.

Projects which were completed or were in progress until October 2014 comprised building 7 hospitals, 7 dams, 3 mosques, 35 roads projects, 4 harbours, 3 projects for water and sewerage disposal and 3 projects for water and electricity.

Below are the federal entities that are responsible for developing infrastructure in the UAE:

Local municipalities

Local municipalities carry out and/or supervise public works in localities within their administration. The municipalities offer many related services in the fields of land and real estate, roads, parks, community centres, spatial data, urban planning, public sanitation and construction permits amongst others.
