National Electric Vehicles Policy

The National Electric Vehicles Policy aims to foster collaboration with federal and local partners, as well as, the private sector, in order to establish a national network of electric vehicle (EV) chargers throughout the UAE. The network will cater to the needs of electric vehicle owners, while also regulating the electric vehicle market in the UAE.

The policy seeks to achieve several goals, including:

  • reducing energy consumption in the transport sector by 20 per cent
  • building a centralised database of electric vehicle charging stations to streamline the charging process and enhance convenience for electric vehicle users
  • improving the road quality and maintaining the UAE’s top positions in global road quality rankings.

The UAE Cabinet granted a preliminary approval to WeRide, a company that develops autonomous vehicles. This approval demonstrates the government’s support for advancements in sustainable transportation and its commitment to reducing carbon emissions.

In May 2023, Ministry of Energy and Infrastructure launched the ‘Global EV Market’, a transformational project to turn the UAE into a global market for electric vehicles. The project supports the shift to green mobility and aims to increase the share of EVs to 50 per cent of total vehicles on the UAE’s roads by 2050.

Abu Dhabi

The Regulatory Policy for Electric Vehicle Charging Infrastructure in the Emirate of Abu Dhabi (PDF, 388KB) sets out the stipulations and criteria for establishing a network of electric vehicle charging stations across the emirate. Included within are the principles of ownership, installation and management of electric vehicle supply equipment (EVSE), the electricity supply to EVSE and the pricing mechanism to end customers. The policy represents a significant step forward in creating the framework to meet Net Zero emissions by 2050. ..

Dubai

In Dubai, Government procurement of electric vehicles has been implemented as a policy measure to promote green mobility in the emirate. In 2016, the government of Dubai established a yearly goal of having 10 per cent of government procurement to be electric or hybrid vehicles; the goal as of 2023 being 30 per cent by 2030.

Dubai’s Green Building Regulations and Specifications (PDF, 2.31 MB) specifies that 5 per cent of parking spaces should be dedicated to green or low emission vehicles. Moreover, as part of the   Al Sa’fat – Dubai Green Building System (PDF 2 MB), designated preferred parking must be provided for a combination of hybrid, electric and carpool vehicles. Additionally, the Dubai Building Code (PDF, 31 MB) provides guidelines and requirements for electric vehicle charging points in Dubai.

Road and Transport Authority in Dubai plans to transform taxis in Dubai into 100 per cent eco-friendly (hybrid, electric, and hydrogen-powered) vehicles by 2027.
